NEW RULES TO BE USED AS OF SUMMER SEASON 2009

1) Name of league

1.1  The name of the league shall be “The Uxbridge & District Thursday Night Dart League”

1.2  Each team of the League shall be required to purchase one bond of £10.00.   The League shall hold this as a bond against any possible liabilities that the team may incur.  Any team that informs the League Secretary that it intends to leave the League for the next season only shall have it’s bond held on deposit during the period of absence and subsequently reinstated provided that the team rejoins after the one season absence.  Any team that leaves the League for any other reason the amount paid as a bond shall be forfeited and the bond shall be cancelled

2) Membership

       2.1 Membership of the league is restricted to any club / pub in the Uxbridge and District area, with the area to be determined by the committee.

      2.2 A team can only join the League with the approval of others members at the general meeting.

       2.3 Each team must complete a signing-on form containing the name, address and phone number of their club, the name, address and phone number of their secretary, and the names and addresses and signatures of their players. The sign-on form must be logged with the league secretary by the evening of the general meeting, or other date specified, along with the appropriate League fees as determined at the general meeting.

       2.4 Only those players registered with the League shall be eligible to play in the League except for the mixed pairs and mixed fours competitions where only one and two payers respectively need to be registered with the League. Any team found playing an unregistered player will be fined £10.00 forfeit all points won in that game, and may be ordered to attend the Committee as per rule 22. The Committee may, under special circumstances, approve additional signings to teams during the season.

       2.5 New teams joining the league shall be placed in a division thought appropriate by the committee.

2.6 Only those teams finishing at the top and bottom of the division shall be promoted and relegated by right. However, the committee may decide to promote and or relegate any number of teams that it deems appropriate.

       2.7 A team may sign on any number of county players. However, a team can only play up to 3 county players at any one time in a league match, and only one per team in any competition.

       2.8 A player may sign for any number of teams. However once that player has played for a team, whether a league match or competition, that player can only play for that same team for the season.

3) Officers

       3.1The officers of the league shall consist of a chairman, a treasurer and secretary, who shall remain in office until their successors are elected, and shall be elected for the forthcoming season at the general meeting.

      3.2 The officers of the league shall receive such honoraria, if any, as a general meeting shall from time to time determine.

4) Duties of officers

             Chairman

      4.1 The chairman shall preside at all meetings of the league.

              Treasurer

      4.2 The treasurer shall be responsible for seeing that all moneys, whether received by themselves or the league secretary or the chairman, are duly paid into the league’s bank or building society at least once a week, and shall keep a cashbook to record the transactions. They shall also see that all debts of the league are paid as directed by the committee. They shall at every regular meeting of the committee (or more often if required) produce the cashbook, bank statements and passbook for inspection showing the foregoing duties have been carried out. They shall also be required to produce a statement of income and expenditure and a balance sheet at the end of each season.

              Secretary

      4.3 The secretary shall on all occasions in the execution of his office act under the control and direction of the committee. They shall summon and attend all meetings of the league.

      4.4 The secretary shall provide a fixture list at the start of each season for both sections, and they will provide a periodic table for each team at league meetings

5) The General Committee & Committee Persons

5.1 There shall be a minimum of Five committee persons who shall be elected at the general meeting. There must

      Be at least two committee members from each sections of the league.

5.2 The committee shall conduct the general business of the league, regulate the internal management, have the

       Power to enforce the league rules, and make such bye-laws as may be necessary for the conduct of the league

       In conformity with the rules.

5.3 The committee shall have the power to reprimand, suspend or expel any team or member of the team who

       Shall infringe any rule or whose conduct whilst representing a team should bring the league into disrepute.

5.4    The committee shall assist the officers of the league in the running of any dart event that may take place

During the season, including officiating at competitions.

6) Match Rules

6.1 The team captain is responsible for the sending their score sheet to the league secretary by the Tuesday following the date the match was played. Failure to do so will result in the loss of all points won, tons, game shots, 180’s and the captains result of the offending side, and incur a £10.00 fine.

6.2 The team sheet must be signed by both team captains after each match to authenticate that the score is correct and that all tons, game shots and 180’s have been duly recorded.

7) Disputes

7.1 Any disputes must be in writing and lodged with the league secretary within 72 hours of the incident-taking place. The committee will decide the result of all disputes.

8) League Meetings

8.1 League meetings for team secretaries shall take place at a time and venue to be notified by the league secretary. Meetings shall commence at 7:45pm sharp and any team secretary or committee person absent without notice shall be fined £5.00 first then £20.00 if they miss another in the same season.

9) General Meetings

9.1 There shall be a general meeting at the end of each season.

9.2 Each person who is duly registered with a team that is a member of the league shall be entitled to one vote on each resolution at the general meeting.  In the event of an equality of votes the presiding officer of the meeting shall have in addition to his vote a second or casting vote.

9.3 A simple majority of vote’s cast is required to pass any resolution, except for dissolution.

10) League Matches

10.1 All matches shall be played on a dartboard of good condition. Any objection to the dartboard must be made before the match commences. The dartboard shall be of the “normal” 1 to 20-clock type.

10.2 The dartboard shall be fixed in such a manner that the perpendicular height from the floor to the centre of the ‘bull’, at the same level as the oche, shall measure 1.73m (5’8”).

10.3 A raised oche shall be placed in position at the minimum throwing distance and shall measure from the back of the raised oche 2.37m (7’9 ¼”) along the floor to a plumb line at the face of the dartboard.

10.4 The diagonal distance from the centre bull to the back of the raised oche at the floor level shall measure 2.93m (9’7 ½ “)

10.5 In those circumstances where the oche is set down on a raised playing area, then such a raised playing area must be placed centrally in relation to the dartboard.

10.6 All teams shall consist of 8 players, the minimum number of players required to play a match is 6.  A team with less than 8 players shall be permitted to place their team in the order that makes a night for all players, a substitute can be brought in either after the first set of fours or after the set of pairs, but once a player has been substituted they are not permitted to return in the same match.

10.7 Any team that fails to turn up for a match without giving adequate notice, or fails to have at least 6 players by the required time shall be fined £5.00 by the league. With a further £10.00 to be paid to the host club to defray the cost of sandwiches. The committee shall determine the appropriate amount of notice.

10.8 Each match shall consist of 16 legs played in the following order: two fours of 601 Top V Top Bottom V Bottom, consisting of one leg for each four. four pairs of 501 consisting of three legs for each pair Then Another two fours of 601, Away Top V Home Bottom , Home Top V Away Bottom. Each leg shall have a ‘straight’ start and finish on a double, with one point being awarded for each leg won. The visiting team shall throw first in the opening leg, and then in alternate legs.

10.9 The use of electronic scoreboards that cannot recall the last 3 scores is not permitted for matches.

10.10 Any team that has to cancel two matches in a season either by the cancelling a match without giving adequate notice or by having insufficient players by the required time, shall, with the approval of the committee be expelled from the league.

10.11 Any team that receives a walkover by a match not being played shall be awarded 10 legs for, or their average legs for to date if greater than 10, and no legs against. The offending team shall be awarded 0 legs for but the corresponding amount of legs against.

11) Competitions

11.1 The committee shall organise such competitions that it deems necessary during the season.

11.2 All players must sign-in for competitions by 8.15, with the draw to take place as soon as possible after that time and phone entries will not be allowed.

11.3 All competitions shall be best of 3 legs but the final will be best of 5.

11.4 The order of play shall be decided by the toss of a coin, the winner of the toss shall throw first in the leg and alternate legs.

11.5 One draw shall be made at each venue.  If, however a preliminary round is required, then an additional draw may be made at the discretion of the I/C

11.6 The losing player shall chalk the next game. Any losing player that dose not chalk the next game shall be liable for a fine of £10.00 if reported to the committee by the I/C and will also be charged the price of a drink by any league member who chalks there game, and if a player get reported more than once in a season then there entire team will not be allowed to play in any competition next season and there team fined £20.00.

11.7 In the event of a player, having qualified for the finals of a competition is unable to play in the final, a player of the same team that has not previously entered in that competition may substitute the place of that player.

11.8 Only those players that play in a final may be entitled to the trophy/Money at the end of the competition

11.9 The committee shall decide the fee payable, if any, for all competitions.

12) Trophies / Cash Payments

12.1 Annual trophies shall be awarded to the winners of all competitions and division winners where these exist.  Any person or team that wins an annual trophy shall be able to keep that trophy for one season provided that they sign a statement that they undertake to good care of that trophy, to return it to an officer of the league when requested, and to pay for any damage or replacement as necessary.

12.2 Trophies shall also be awarded to winners and runner-up of all competitions Unless they have chosen money as brought in Summer 2009 A.G.M, the winners and runner-up of each division, the player scoring the highest game shot in league matches, and the player who scores the most maximum scores of the season.

12.3 The winners of each division shall be the team with the most points for. In the event of a tie for first place, the winning team shall be selected from those teams with the most points for, but with the least legs against, or if still a tie, then with the most wins. If this still produces a tie then a play-off shall decide the division winners.

12.4 Whist the committee shall make every endeavour to award the above trophies, the actual awarding of trophies shall be determined by the fund available.

13) Conduct

13.1 Each team member & supporters shall conduct himself or herself in such a manner that will not bring himself or herself or the league into disrepute.

13.2 When visiting other clubs, members shall be expected to respect the rules and regulations of that club, and shall dress and behave appropriately.

13.3 Each team when visiting other clubs/pubs all players and supporters will be asked to sign a form to show who is with the visiting team this is for fire reasons and just encase of any information which may need to be passed onto the club / pub, It will be the home teams responsibility to keep hold of this form till the end of that season.

14) Dissolution

14.1 The league may be dissolved by the consent of a seventy five per cent voting majority at a meeting specifically called for the dissolution of the league.

14.2 Upon dissolution, any assets of the league that are remaining after the payment of all debts, shall be distributed amongst the members in a manner to be determined by the committee.

15) Alteration of rules

15.1 No alteration or addition to the above rules shall be made without the consent of members at a general meeting or at a special meeting called at least fourteen days before the date of that general meeting.

15.2 Notice of any motion for inclusion in the Agenda of the general meeting or special meeting must be submitter in writing to the league secretary at least fourteen days before the date of that meeting.

16) Miscellaneous

16.1 A game for the captains will be included in to the league match to be played before or after the match depending on the captains of each team, and I will be played for an annual trophy and will not count in the final result of the match.

16.2 in Addition to the 3 county player rule in the league for games. you will not allowed to place  a 2 county players together in the Pairs or Mixed Pairs Competitions and that also includes 1 county and 1 super league cant play together in the pairs or mixed competitions.
